Due to the proviso in Section 4(4)(c) of the NGT Act, single-member NGT benches cannot be formed: Supreme Court

The National Green Tribunal (NGT) cannot be composed of single-member benches, the Supreme Court said.
The bench made up of Justices DY Chandrachud and AS Bopanna noted that the proviso to Section 4(4)(c) NGT Act requires that there be at least one expert member on the Bench.
The court further stated that delegated legislation had to be in accordance with the legislative act that gave it authority.
