The Supreme Court of India has sought responses from all States and Union Territories regarding draft model rules proposed for the regulation of private coaching centres. The move comes in the wake of increasing concerns over the mental health and well-being of aspirants, particularly those preparing for highly competitive exams like the UPSC.
During a recent hearing, the apex court underscored the urgent need to address systemic issues in the coaching industry, which caters to millions of students nationwide. The draft model rules, prepared by a committee appointed by the Court, aim to establish uniform standards for registration, transparency in fee structures, faculty qualifications, and infrastructure facilities in coaching centres.
The issue was brought to the Court’s attention following incidents of distress among aspirants, prompting a judicial review of the lack of regulatory frameworks. The Court emphasized that a balance must be maintained between students’ welfare and the rights of coaching centre operators to conduct business.
States and Union Territories have been given time to file their responses to the proposed rules, which, if adopted, could transform the functioning of the private coaching industry across the country. The next hearing is scheduled for January, where the Court will evaluate the feedback and deliberate on further actions.
